this is my case: I am Brazilian and currently living as tourist visa with my common law partner in Canada. He is here with a IEC - Work holiday visa, but he works as a skilled B level. Second my research, I do could apply for an open work permit. My question is how? Once I am inside Canada, but I am not a temporary Residence, I cannot apply online within Canada. Can I apply online for outside Canada? And then what? Does anyone know how is the process from that? Do I have to go to Brazil to do a interview or send paper? How I receive my OWP, once the QC border just do flagpole for renewal of visas.

You can apply online within Canada to change your status to worker.
 
The website is clear to say that I need to be a Temporary Residence to make it within Canada, and I am here as a tourist. My legal residence is actually Brazil.

I have read about that if I do online I would receive a introduction letter. What means I would have to get out and in again the country. But I am not sure if flagpole is possible in my case. Once I am not renewing a visa, but actually making a new one

I have a similar situation with my husband. He applied for Working Visa from inside of Canada since he is a tourist now in Canada.
After 2,5 months starting from application date, he got a reply as below:
"(...)You have not provided sufficient evidence to prove that your spouse is employed in an occupation that falls within the National Occupation Classification Skill level of 0, A or B. You may be eligible to re-apply for a work permit if you are able to provide proof that your spouse is a skilled worker in Canada, which may include a letter from your spouse’s employer, stating his/her job title, duties, and salary.(...)".
Yes, we forgot to attach documents from my work, that is why I am not sure what to do now.
I collected all necessary documents from my work, but the questions are:
1) Should we re-apply by starting the same process all over again and by paying the same fee as around 250 CAD?
2) Do we have to wait another 2-3 months for a reply?
Please help.

Did you get a refusal or are they requesting more info? You may get lucky and be able to just upload the information you forgot.

Unfortunately I just got a refusal, with no contact info to anybody (no phone no, no e-mail).
 
Looks like you'll have to reapply. You can upload the documents to your online application send in a CSE saying that you have updated your file and cross your fingers that it gets reassessed but I'd reapply as well.
