So I will be going to Canada next month on study permit, my brother who is a minor (16 years) and has a Canada visitor visa, can he study in a school there?
can permit be applied from Canada? Or is permit required?
CIC website says:
There is one exception to this requirement: Minor children who are accompanying a family member who has applied and been approved for a work or study permit before entering Canada do not need to provide a letter of acceptance from an educational institution.
Does brother qualify as family member or it can only be parents. Thanks

Believe the intention is for dependants of study or work permit holders. Your brother is not your dependant so will need a study permit , a legal guardian or custodian and international fees.
