Bit complicated circumstances Me and my boyfriend facing.
he got student visa and going to Canada at mid of November.
PLEASE suggest me... which is the best option for us to settle down in canada??
1. Should i marry him here in India and after reaching to canada he should put my file...
so that i can get there as his dependent .
2. I should go on student visa and marry there.

You don't automatically get PR if you marry someone who has PR status. Instead, the PR must sponsor you as their spouse. This process can take anywhere from a few months to a few years.
1. It will not work since your partner is not the PR/Citizen of Canada. So how is it possible for him to sponsor you!
2. It will work ONLY if you or your partner is already a PR/Citizen of Canada. You both on a student visa, doesn't matter if you marry or not. It won't change your status. Also, you won't get any benefit of your partner visa status in your visa processing. You need to prove your own profile "as an individual."
