Had interview officer asked for criminal rehabilitation

Were you convicted?

Yes, I was convicted with careless driving in Jan 2009 with one year probation. That is why i applied for criminal rehabilitation but i am interested in immigrating to canada based on my express entry. I don't know when criminal rehabilitation application will be adjudicated that's why i am wondering if i can apply for PR based on express entry while my criminal rehab application is pending. My criminal rehab application was received by LA consulate in USA on May 18th 2017. If any of you have any advice then please do share. Would highly appreciate.

Were you convicted?

I was convicted for Careless driving and 3 months DL license and $200 fine. Well I also applied for Criminal rehab in may 2017 but haven't heard anything back from them yet.
