Criminal rehabilitation

Hi everyone,
I am a Canadian citizen who sponsorship my husband, we now live in Belgium. He had an incident in 2013 (dui). We are now doing the paper for the criminal rehabilitation.
I wanted to know if we can send both of the application (PR and CR) together. If so, which address ? It’s a bit confusing on CIC website. My visa office or in Sydney Canada ?
Does the timeline is faster when you send both of the them together ?
In fact it’s our second application for or since our first one got denied for the dui ( we didn’t think it was in his criminal record since he just had fees to pay )
