When you first fill it up, it asks about 7 questions and after you fill it , you will know if it's interview waiver I think. If it doesn't then you don't qualify for dropbox. I know the process has changed a bit when I applied last time. I did dropbo two times . Did you answer the questions - are you resident of Canada, are you in possession of last visa, is the visa renewal in same class. AR eyou citizen of Cuba, Iran. There are few other questions. 1. were you previously issued a visa to enter the united states - YES ( entered the issuing post name which was not in canada)
2. Are you traveling from another country to apply for a US visa in Canada - YES (as i need to travel from US)

I just filled it and yes the URL is the same as you sent above. I haven't paid the fees yet
