Being on whelfare surely affect your file negatively but as I explained before some case may have special circumstances. In my case I was in whelfare even "with work permit before AIP" and it was so stressful, but the officer understand because I'm single mom and was expecting my second child at that time, however, she gave me few months to find a job and daycare for my baby.
I find job pretty easily with my open work permit, it's certainly not the job you dreamed about but it proves your effort and it pays bills not to mention that it frees you from the intense stress of being on whelfare. I'm on my 4th job on OWP because the 3 last ones work schedule didn't suit me. You can also find job fast with recruitment agency like Randstad, Adecco,...

ME Req (I requested exemption from medical inadmissibility so my ME is before AIP): July 17th 2018
ME Received & Passed: July 27th 2018.

My friend sister inlaw came to Canada by visiting visa. She has 2 sons. 1 Canadian the other is not .
She applied for h&c as soon as she got into Canada based on her Canadian child interest. He has respiratory problems which can be proven .
She is not on welfare but she is also not working .
What are her chances
Also she hasn't heard anything back and is getting worried .
She keeps extending her visitors visa. Can she keep extending till she gets a response considering the timeline of 30 months ?

if you select to get your notes into "privacy act" it free of charge but if you choose "Information act" is 5$ and it's for people outland.
You need to upload your current work permit to prove that you are inland and it take 30 days to receive.
