Yes he can, but H&C doesnt give status, so he can be removed before the 12 months. Better to fill de Jr and HC at same period.

Other things if he first apply h an c and then later fill in JR which are applications running firs?
I mean which of them will be processed and complete first?

We sent all 3: pay stubs, bank statements and tax assessments. You need to demonstrate you are not on welfare: low income will not disqualify you, but try to show as much as you can. My partner had low income as well for Stage 2 - basically just his EI payments because he was laid off during covid - but he got approved.

Yes! I am applying for both simultaneously. I completed my H&C today. The application should be completed and filed before end of the week. My JR too is due next Monday.
It’s exhausting and expensive but what can one do!!! Hopefully, everything will worth the pain and spending at the end.
