BOWP is open work permit and you can work under your current employer or if you want you can change your employer as its an open work permit.
I was on PGWP and i called cic to ask whether to apply as new employer or same. They said same employer as you already on PGWP that is open wp.

What if I'm on a closed WP? Then it's a new employer. So I think it doesn't really matter, as long as you mention
OB485 and your file number in an explanation letter.

In my case where it's an open work permit (IEC) to another open work permit (BOWP), it's the same dilemma as on the application form where you must choose between "new" and "same" employer. Although I intend to stay in my current job, open work permits are not really 'for' an employer per se.

You should include an explanation letter highlighting that you are applying for a BOWP, even if you plan to continue working for the same employer and check that box on the form.
I applied my BOWP on 12th Sep withour AOR, I am July PR applicant under CEC, and haven't yet received the AOR. My current wp is set to expire on 4th OCt. So I had to apply without AOR.
