I have applied for my husband's outland sponsorship already and is currently living with him in India. I am a Canadian citizen and would like to return to Canada before my husband gets his PR, to get a job and have things set up for him (like an apartment, etc) for when he gets his PR and can join me in Canada. Can I do this? Or do I have to wait for his PR first and go together? We applied in September for his PR and have gone through the biometrics and medical. I would like to go back to Canada in January to start doing job interviews etc.

Yes - you can return to Canada.
 
It would actually make your case better if you returned to Canada since you wouldn’t have to prove intent to return to Canada. I would update IRCC when you establish yourself in Canada.
