MY husband landed on April 10th and has not gotten his PR card in the mail yet .. (We know this can take 2 - 3 months) We were told he can't fly in and out of Canada until he gets it - the paper documentation isn't good enough. He is American. I would assume he can fly to the USA using his US passport (he's American it's not like the USA isn't going to let him in) and then he can drive back to Canada .. (they told him he can drive with his paperwork before he gets his PR card) Does anyone have any experience with this ?
Yes you can drive back no problem. With just COPR and passport, the Canadian border officer will easily be able to determine his PR status on their computer.
He should also be able to fly back to Canada, since US citizens are visa-exempt. So could just tell an airline he is traveling to Canada as visitor on visa-exempt passport. Again once back in Canada, the immigration officer at airport can determine his PR status easily. Only potential concern with this, is sometimes airports are picky when people try to fly on a 1-way ticket.
