Please be advised that ur son can have his medical done in Canada itself. After he under goes his medical, he may send his passport + Medical completion form SINGNED BY DMO + copy of his passport duly verified/attested by DMO (IF POSSIBLE) through someone who is likely to visit India ,at the earliest, for handing over the same to u for its onward submission to VO ALONG WITH THE DOCS,AS CALLED FOR , IN UR MR LETTER.

2. I thought is is NOT allowed to send passport by courier or messenger.
Can he not get visa stamped within Canada?

Yes as has been said by Parharji, it is illegal to courier the Indian passport, although you can send it through some person with due authority letter of the passport holder.
And no you cannot get the visa stamped in Canada as far as I am aware.

There was no specific request for ECA.
However while filling up the formIMM 008, there is a question about ECA.
When I made the first application to CIO in 2010, there was no ECA requirement, so I was not aware and have not obtained it till date.
I have only IELTS Score.
Is it compulsory for 2010 applicants to get ECA report ?as I may have difficulty getting the same.
Can anyone advise please?

Finally exactly after 3 years and 1 months of initial submission , I got my medical yesterday
I would highly appreciate if anybody who has already went through the process of submission of medicals and documents shares there experience.
I lives in UK and am confuse as well whether to get my medicals done here or in India also PCC from indian embassy london takes 4 week and from india it takes one day.
How long NDVO is taking to return passports after submission ??

if u already have any stamped visa (any country and any type) in ur passport, you can expect ur PCC within a day's time from the passport office. else it takes about 3-4 days.
Hi, PCC can be obtained easily:
1, fillup the online form thru passport seva
2, upload the form
3, no need to take appointment, but go to passsport seva only 1 day after uploading
4, show the ARN printout to security, he will allow you inside (carry original passport + any expired ones too)
5, take a token from counter- and then go with the flow
6, Fees around Rs 500/ will be issued to you same day.
note: if your passport was issued previously subsequent to a police verification, then passport authorities must be having a copy of it on their records. In that case only you will get same day, otherwise they will send out a fresh request to local police for verification.
The passport authorities are not interested whether u have valid visa for another country or not.
