She sent CAIPS notes request 3 weeks ago and did not receive it so far.She also said that MR should be received any time in September or October 2011. If not, we will see what the CAIPS notes says and then start some steps to woke up the file.

You are right. We should have waited till we qualify for CEC and then apply. I spoke with my lawyer about withdrew the FSW file and submit another CEC file but she did not recommend it, make sense.
BTW, my address disappered a week ago. I knew it doesn't reflect anything but I am hoping that they working now on my file.

They will issue visa in one and digest the money of second application.As of my understanding there waiting time is from the moment they issue second AOR. Bcz issuing AOR means that our documents are complete and if they found incomplete they will send back.

According to what the CIC website says, it seems that the processing time is supposed to begin at the time when you applied at Buffalo office. That's just my conclusion from the follwoing words.

since you applied and your visa office has not contacted you, you may wish to contact the visa office that is processing your application by e-mail, letter or fax. "
actually is how long 80% of the cases took not how long it takes
and of course is based on full set of docs received not aor I got that from the toll free number

about the toll free number... different agents have different opinions about this processing time @ Buffalo, I have talked to two of them (three months apart), one said "after AOR", the other said "when you applied". So... there's no correct answer. But even if there is, each case is unique.
well if its since you applied Im in the 17th month
if its from full docs I'm in the 12th
and since 2 aor I'm in the 9th
so by average I'm in the 12th ;D
it will come when ever it needs to come Im not gonna expect anything for the next 6 months and then hopefully be a pr by next fall if next summer there is no advance at all ill go CEC
stressing out won't speed up anything

But you know they are very smart. They increase the processing time every 3 months so you never get the chance to complaint. when i filed processing time was 11 months then 15 months then 18 months and now 21 months and in oct 11 they will increase this to 24 months
They say it very clear on the website that those are not actual procesi g times
They are an average of the 80% of the cases a year ago so this years time will be reflected in 1 year and so
The 11 months you mention were when they first started fastrack but i had lots of friends that it took them 18 months about a year or so ago

I just got the reply from Buffalo. They told me that my file was already created at the end of March this year. My Goodness!
