Announcing additional points for international student will be an indicator for resumption of all program draws. Until then, it would be wise not to expect all program draw.
I think they'll go back to CEC draws and favor inland again and make up the numbers due to returning COVID travel restrictions. Omicron is about to peak in Canada and it's hitting people without the booster shot. We could be seeing a repeat of 2020. It absolutely sucks but it is what it is. Hopefully this virus will go away by 2022 at least.

They listed all the exceptions, including "Family Reunification Permits" which don't even exist yet, so most likely backlogged wouldnt be harmed by new restrictions. Most likely they would treat COPRs as PRs, like it was done after june.
