Two days ago, those applicants used the agent service but did not submit the 5467 form received a letter from HongKong VO,
they were suspected by VO with ground evidence that they used unauthorized immigration representative.
Just want to know if this is a global action conducterd by CIC, and will delay other applicants' cases processing.

I think you are referring to IMM5476E form "Use of Representative". By CIC's requirements, this form must be filled and signed off if the applicant employs a consultant to file the application on his/her behalf. However, in reality, some consultants fill all the forms for applicants except this one and even ask them to submit to CIO under their own names. This is particularly the case for unsanctioned ones for fear of troubles given to their own business. In many cases like this, CIC is able to spot that the application is via a consultant, not directly from the applicant by looking at the contact address, email or even the sender's address when the submit the application by post. Who knows they have other tactics to find this out, being professional in this sort of investigation. A few applicants on this forum were contacted for verification and I believe the filling of form IMM5476E also came as one of CIC's requirements. I don't know much about the cases where the consultant genuinely forgets this form and must add in at a later stage. So, it doesn't need to be a global action from CIC to request for this form as it's already one of the docs that must be filled for applicants using consultants.
sorry, I dont think I made myself clear, I strongly agreed that this form should be submiited with other forms at first place. But due to those applicants failed to do so, CIC have to spend time and people to conduct this invesgation, that may certainly effect the processing time of those applicants like us, even seriously delay.

Of course, more time and resources are taken on these cases but from what I observe, we are not in a FIFO process. It's not the case in which you stand in line at an airport immigration counter and are stuck there because the guy before you has a problem.
I have no idea about how does the VO to process our application, but I really want to know what take them so long to processing....

I required a police clearance PCC from Vietnam (HCM) where is stayed/worked for an year or so.
Any advice on how to get one or anyone who had experience on getting one? Please share your experience.
For our dear Vietnamese applicants here in SG, seek for your advise.. If any can extend help, it would greatly appreciated.

"How can I apply for a Police Certificate #2 (Ly lich Tu Phap số 2)? Can your office assist me in this matter?
If you live in Ho Chi Minh City, you may contact the Justice Department at 143 Pasteur St, District 1, Ho Chi Minh City, Vietnam. Their telephone number is 848-3829 7052/ 848-3822 3276. It is our understanding that a friend or relative may request the Police Certificate #2 (Ly Lich Tu Phap số 2) on your behalf. This can also be done at the local Department of Justice office in your district of official residence as registered in your household registration (Ho Khau). Unfortunately, the U.S. Consulate General is unable to assist you in obtaining a Police Certificate #2. "
