Ouch...that hurts. I did it from North NJ, sent only 1 print and got accepted. Did it from local police station.
I didn't knew about rejection at that time, otherwise would had sent more copies. PM me if you can come to North NJ, its around 40 mins to 1.5 hrs from Central/ South NJ depending on your area.

NEED ASSISTANCE PLEASE
Multiple sets of my fingerprints for FBI PCC have been rejected twice. Is there anyone in this forum from Central / South NJ, Manhattan or Philly area (USA) that have got their prints done and have received their PCC? I sent in a third set last week, but to be on the safe side, want to go to another PD in the vicinity and get another set printed.
However, sending multiple prints does not help. They ONLY select one from the set and run it through the system. If it passes, GREAT; if it fails, you have to send in a fresh application

:'( :'(
Now that a long wait seems to be over, it's giving me more confusions.
In my situation husband is in India and I m in Canada, passports are requested. I hv already emailed CPC to make arrangements for stamping my husband's passport in New Delhi. It's been a week with no reply so far. Now the confusion is should I wait for their reply or should I send my passport to Ottawa and when reply comes my husband can go to New Delhi.

My friend was in the same situation they replied him within a week with an unclear, he resent an email for clarification no reponse. He just sent his passport with a cover letter and he has seen got his visa. But he was instructed to wait until his family in Algeria get theirs in the VO in Algeria before landing. I suggest you send with a cover letter also send an email to NDVO with the attached PPR.
Here is a couple of links that explains them. They basically show how your application is progressing at the different levels and what each officer wrote in it
