No he cant apply. thats wat I am trying to say you. It doesnt mean I scored some 90 points and had 1 or 2 years work exp they will issue visa. With that 1-2 exp I find myself hard to find a job in Canada. Immigration department are aware of that but they dont tell you because they loose money if you dont apply. how much balanced are you then ? have you counted your points...I don't think they are not stacking applicants with regard to their work experience, and don't you assume you are on top of everyone with your so called abundant work experience.....
tell me how different it is, you didn't knew it until I told you he was a dependant. he's got 5 years of stamping and he's allowed to work full time same as a PR holder, there's nothing different in terms of applying for jobs with a valid visa. guys, you should come out of the box and think...a guy who can't properly explain to a prospective employer of what he does will not grab a job, even though hundreds worked under him for years.

Just yesterday..there were only 9 mechanical engineers in excel sheet....but today 4 people got added and now as per the estimate, 325 is the global no. of applicants for 2132....As I stated in my previous posts, excel sheet is just an indication, lot of people might not be aware or participating here...so I think NOC 2132 might have already got filled!!!!
There you are my friend. now you are on the track. So, even the most highly experienced people are struggling to find a job, both you and me and everyone are aware of that. Ultimately Immigration department also aware of that recently. So, why would they entertain people with 1-2 years of work experience by giving them a PR? Apply some Logical thinking and simple Common Sense. These Consultants fellows are there to loot us when visa gets rejected they simply say sorry you dont have enough so and so......
Then, I guess you should be really excited about this facts you came to know through CIC, I mean how ?? did you invite Mr. kenney for lunch or what ? ? come on, its not about getting huge number of applications for money..if this was the case, they would have never kept a cap as low as 5000 and 300 per occupation. and people are not dumb to listen to everything a consultant says, and I don't think a consultant is required if one is sure of their points and the process.....
