Your previous application is very less likely to be active. CIO Sydney is now solely working on 2014 application. Please start preparing for your 2014 application. And you need to be very fast, as there is a high possibility that FSW will end in December and from January 2015, EOI system will in place - Express Entry.
Your ECA report is valid for 5 years. Go ahead and use the same extra copy you have. IELTS is valid for two years. If you have an IELTS result copy, you can use it again.
The only thing i am confused about is why your application pacakge is not returned to you. Please write a mail to CIO and inquire about it. But I am sure they had returned it and it is lost in transit... So your best bet is to apply in 2014 again...
As my sister application received back due to mismatch in NOC duties in 2174. I want to know if I resend today with some amendments what are chances of getting accepted. I'm going to send from India today. Also for last application they issued UCI no. will it useful or give some preference ?????

2174 is a fast filling NOC. I dont want to discourage you, but the chances are slim if any. anyways, i still suggest you send it. Mention the UCI number in the new application. But there wont be any preference given to it. Its just your identity number, your application will be evaluated only on FIFO basis. So if there is any seats left in the cap, then you will be in, else it will be returned back again...
