Chances will be slimmer then and I don't think he will be able to make it. Several factors can cause delay including, enrollment for IELTS, receipt of IELTS results, ECA result, etc. Rather, it would be advisable that he prepares himself for 2014.

I believe that the chances are 90% that this NOC will reach the cap limit before the end of march. But tell him to go on and complete all requirements as soon as possible. If anything, IELTS is valid for 2 years and ECA is stored for 10 years.

Remember apart from the NOC cap of 300 he/ she has to get into the global cap of 5000 and this may be filled by applicants in other NOCs. Nevertheless, you never know, there is absolutely no way of knowing if the global cap will fill by then. So, encourage him/ her to apply.

I also applied in 2005 and my application was cancelled along with the backlog even though it was in process then. I have reapplied again this year after waiting for feedback for more than 7 years.
