Rest 119 should get filled in 4 months. If in coming 3 months 100 places are filled then also he will have chance to get in first week of April.
I think he should only concentrate on ielts and WES report , while waiting ielts result he should get ready with entire file , forms docs. Once ielts and WES is in hand , the file should be currier same or next day only without delay.
You never know cap may not get filled till end of April! So always it's worth giving try.he has to fight till 300th place!
Because his efforts will not go wast. WES report and ielts will be utilise in future if he can't make in cap.

Really my fear is this: even if he applies say in March, and application is received before April 30, it takes about 3 months before PER is issued. I guess CIC will still be issuing PER and counting until all cap is reached even though they will not receive any more application after April 30.
So, are there REALLY chances that NOC 2134 cap and global cap will still be open, till June (3 Months from March i.e. assuming he applies in March)

MARIA.......I know you made ALOT of LVO applicants soooo happy with your news (Jigzyyy I know you are smiling and may be even more anxious now!)
