Here is my situation;
I had already sponsored my ex-wife in 2007 but we divorced then. She got here Visa but never came to Canada. Do i need to wait 3 years before i can sposorship my new wife eventhough ex did never come to Canada?.

My understanding is: your ex has never been into Canada. It means her sponsorship was cancelled...and she has never been a Canadian PR. In this case you have no worries. You can start new application but do explain the past in your covering letter

How??? the visa has limitation time and would have to expire at certain point. Also sposorship can be cancelled at any time before the official landing. If the stamped visa is still valid today, he can report to CIC to cancel it.
 
that's true. hope she hasn't landed yet and not used up her visa otherwise there's no way to cancel the 3 year contract.
 
The three years start counting from the day the sponsored person become a PR - meaning the day they "land" and use their visa. Assuming the person never landed, the 3 years never started so no need to wait.
 
AND her PR visa has probably expired. It's only good up until the medical expiry date. If she's not a PR, then you are not bound by the undertaking.
