We are in the final stages of the inland spousal pr process. We were asked at the beginning of Sep to send a picture and a mailing address for the PR card. It has been about 7 weeks since we sent this off. Since then, the message on the portal for the picture we submitted and the home address is "in review with IRCC". Is this a normal time period to process this?

Case status: In review with IRCC
Once your declaration of your presence in Canada has been accepted, you will be able to download your electronic copy of your confirmation of permanent residence document (eCoPR) in this portal. If you have previously been landed and already have your proof of permanent resident status, your eCoPR will not be available for download.
Once both your photo and address are accepted, your permanent resident card will be mailed to the mailing address you have provided. Finalize the permanent residence confirmation process

I submitted my photo to my portal on June 15th. I received my PR card (with my submitted photo) about 5 weeks later. My portal still shows my photo as "in review with IRCC".
