guys, just be patient, if u check trackkit, u will find in the past years, buffalo never made ppr in early january for Quebec skilled worker stream, it always started in the late january or beginning of Feb.
btw,, i guess (or i should say i hope) the overall speed of 2012 should be faster than 2011, since there were less applicants in 2011 than 2010.
some1 post that the visa officer replied his email telling him the cap for 2011 was reached by november, the post is somewhere in this thread, but i can't find it now (172 pages,,lol)

a couple of my friends r also not encashed yet, after 3 months, so i will say don't worry too much about not being cashed.
and ur question, yes, that means they started processing ur file (or i should say "opening ur application package" ), and if ur file was rite (ur file is actually not rite), they would assign u a file number, and go to the bank and cash the bank draft u submitted. now since you have gap in ur background history, they will not put it in file until u provide the rite info.
but still good news for u, at least they didn't simply send it back to u, all u need to do is to send the rite info to them, and then they can take ur file and go to bank to cash out.
