Did anyone not pay the $85 biometrics fee when submitting the application? I paid application and RPRF fee, didn't have the option to pay biometrics though..
Now my status page says "we do not need your fingerprints", is this normal?

It will change and you will be required to pay, unless you have done bio in the past?
