There is no harm in attaching an explanation letter and also mention that you haven't received your file no yet.

Even if you do send it to Sydney, NS they cannot do anything with it because they won't have your file no. . So, I would suggest wait until you receive AOR. Then you can update your address by sending an email to CIC-Ottawa or change it online. :)

^ Yes, you should attach a cover letter. There is a thread here about BOWP with lots of great information. That would really help you.
