Fastest way to apply for a study permit, online or paper?

Hi, I need my study permit processed as soon as possible because my course starts on 8th September. Which one is faster? Online application or the paper application? Also, for the online application what do we have to submit in the letter of explanation?

I'm applying from India for an undergraduate course at UBC Okanagan.

I believe on CIC there is a list of all the countries different processing times depending on what medium you go for and what visa you applying for. I have felt though that paper has been quicker in my country in South Africa

I am also from SA have you already applied for a permit? How long did you wait as I see our processing times are 15 weeks which is stressing me out as I start my course 4 Jan 2016.

CIC pretoria office finalise application within 3-4months.

and thats if you submit all document needed.
