You can apply to immigrate to Canada. Once you are here, you can apply to sponsor your parents, but this would only be after you have been in Canada for three years and have earned enough income.

If you can immigrate to Canada, you then need 3 years of incomes earned in Canada meeting a minimum amount to sponsor your parents. So after 3 years of making income + 1 year waiting for tax return, it's a minimum of 4 years after you arrive in Canada, that you can put in an application to sponsor your mom and hope it gets accepted into the cap (assuming rules stay same as they are today).
You can't sponsor your uncle, you can only sponsor your parents, grandparents, spouse or dependent kids. It doesn't matter what your relationship is with him, "uncle" is not able to be sponsored.
You may be able to eventually sponsor your mother - but not your uncle.
Also, to be very clear, when you immigrate you will not be able to bring your mother with you. Expect it will be 8-10 years after you immigrate to Canada before she will be able to come to Canada as well and live with you permanently. During those 8-10 years, she can apply to visit you in Canada but cannot move to Canada permanently.
