I appreciate your help. And please don't tell me to double check! I have created 6 profiles so far and all of them are ineligible! The come to canada test says I am eligible and I am 100% sure I can apply for EE!!
I tried filling your given information into the tool to determine your eligibility for Express Entry and its said "Based on your answers, you do not appear to be eligible for Express Entry". However, it also said "you can still complete an Express Entry profile. To be accepted into the pool, you must first demonstrate that you meet the minimum criteria for Express Entry". It also gives you a personal reference number to open the Profile after that.
So to be specific, to answer your question, it seems like you don't have enough points to get accepted into the pool by all the information you give in the first place. However, you're still ABLE TO OPEN AN EPXRESS ENTRY PROFILE!. After creating it, just fill in the profile as much information as you can which helps you improve your score. When CIC thinks your score is good enough, then you will be accepted into the pool with other applicants.

How did you determine my eligibility? I have done it several times and it says I am eligible and gives me that reference code! Besides, another member did this for me and he got the eligibility as well.
Based on the old score system for FSW, I have 71 which is more than minimum(67), so I am eligible to apply!
For EE, the requirement is at least 1 year work experience, I have two years. And overall score of 7 in IELTS with minimum of 6 in each skill, I meet that condition too! I have completed two years of my PhD too, and that is another requirement. It isn't complicated. I have also talked to a lawyer and he believes I meet all the conditions! I wonder if someone can say what requirement I don't meet SPECIFICALLY!

Increase the fund amount , make it more than CAD $15000 .

I have spent 1000$ preparing the required document (ECA, IELTS, renewing my passport, and ...) and it is really important for me to apply for EE and don't see a reason in not being eligible!

really?!?!? i did too but it got eligible. you guys might be doing something wrong. carefully read the answers cause some of them are tricky especially the language and work question part.

It seems you don't have any problem on your IELTS score,funds,age and your education. Please double-check your work experience while creating your profile.I think there is something wrong there!

I got ITA yesterday but it says all supporting documents should reach before 60 days.
I am in USA right now and to get the police CC it takes around 3 months. I do not think I will be able to meet the deadline of 60 days.
Also I need to get the PCC from India.
Is there a solution to this scenario?
