Interesting to note the following facts
CIC website statistics as of January 2016 those applicants in the pool between 450- 1000 and greater points were 2510.
There has been 9 draws which has issued ITAs for 1000-1500 applicants which means ~8000 ITAs issued already and all were above 450 points.
Imagine the number of people hitting the pool between each draws/
Fact 2- out of 31000 ITA's issued last year 60% are applicants above 600 points which makes to roughly 18600 ITA.
Someone can put some other variables they think which may put my assumption wrong= 455-465 may be./
The CIC website statistics are showing only the basic scores (out of 600). They are not showing you how many of THESE people with the basic scores also have provincial nominations or qualifying job offers from Canada. Everyone who applies under Express Entry and has a provincial nomination or qualifying job offer will also be having a basic score. The CIC website is showing all candidates' basic scores ONLY, not whether these candidates with basic scores have extra 600 points for provincial nomination or job offer. In other words the CIC website statistics you are referring to are only showing points out of a total of 600 marks rather than 1200 marks combined. Hope that helps to clarify your confusion.
Friends please help it seems that even a score of 466 seems to have less chances of making it to ITA ...I hav already clb10 in ielts,..tried a hand at French but scores were so less that got only 1pt...now my question is should i wait for the cut off to drop or should I attempt to improve French (which doesn't seem to be easy!)

I have a 459.... was contemplating giving the A1 (Level 1) TEF/DELF exam but it's too much of a hassle . I will need at least 4-5 months to prepare. I am hoping that the score drops to below 460. ;D Let see

There is no harm in trying to increase scores. Try every way possible to do so.
But, I think the scores will drop to 460 sometime this year. Just my guess.

Determination — number of invitations
1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on May 6, 2016 and ending on May 7, 2016 is 799.
Required rank
(2) Foreign nationals who, on May 6, 2016 at 12:47:39 UTC, have been assigned a total of 534 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.
