I don't think they just pick out a threshold. They have a target of people they need to bring and based on the amount of applications they can handle, they issue the ITAs.
I agree with Serge. After all, they are a team of experienced professionals who have been doing this for a while. I believe EE is like a queue system - people come in and people go out. They are constantly monitoring it to determine the number of ITA's they will be issuing each month. This varies on the number of eligible applicants in the pool, total number of ITA's they want to issue, number of people who havent accepted ITA's or declined them in previous rounds, refugee applications, etc.
As we, as applicants, have no access to any of the above information, any number that is quoted here is just a wild guess.. However, it is a fun game to keep us busy until the actual results actually get announced!

I agree with you but CIC has target of 300000 PR to be issued for this year. This figure is updated in cic site also. If this is the expectation, cic should invite at least 25k applicant per month. Express entry is the way to get a PR. If this is right, they should invite the people who have about 400
True... I read the 30,000 figure as well - but I believe this also includes Syrian Refugees who bypass the entire EE system. If it does include those, then unfortunately, very little is left for us, and it would explain EE demanding such high CRS scores in the 470 range.
