Hello everyone, I have a question to ask. So basically I'm an Eritrean citizen, 20 years old and only have an Eritrean passport but I was born and raised in Saudi Arabia and don't have citizenship and I'm still here in Saudi. My question is can I explain to the visa officer that I want to return to Saudi Arabia instead of Eritrea after my studies in Canada since my family live and work here in Saudi Arabia and there would be more job opportunities available for me here in Saudi Arabia instead of Eritrea.
You can try, but since you do not have an absolute right of return to Saudi Arabia, it may not be as substantial an argument. Essentially, you're asking the visa officer to believe that you will be permitted to return to Saudi and work, even though you do not have a permanent resident permission or similar.
The residency system for non Saudis here is really different. People like me live here using a residence permit, which should be renewed every year if u want to have the right to live here and family members can renew it for you here every year even if you are studying in a different country like Canada.

I am aware of that, but it is still not a "permanent" residence permit and could be refused; you are a temporary resident. Without a permanent right of return to a country, you are disadvantaged.
Again - you can certainly try this in your statement of purpose.
I'm all for telling the truth and the truth and passion to study XYZ course will surely reflect on your SOP. If the VO is not convinced, it still is the honest truth about you. If your family is settled in Saudi and that is your home base with an annual renewal of visa, that is your home. Use key words that VO is looking for, for the win but I am against made up stories.
