Did they say that for it to be passed, an oversight of another officer is required? They said that my eligibility has been met and another officer can review if there is a need. They said that met and passed are the same thing as far as I remember.

From what I have learned from discussions in other forums, MET and RECOMMENDED PASSED.. are the same thing.
However, the decision of eligibility being PASSED is taken by the senior officer who has makes the final decision for the application..
but his decision is heavily influenced by the judgement of the case analyst.. If the case analyst marks eligibility as MET or RECOMMENDED PASSED.. there is a every chance that the senior officer is going to go by this recommendation.. He does a closer scrutiny/ review of eligibility if the case analyst's recommendation is something like REVIEW REQUIRED or something..
So you should definitely be happy and relaxed.. Congratulations on getting recommendation for eligibility as PASSED..! It is a major hurdle, one that not everybody crosses easily..
The case analyst is not sure about something and is requesting the senior officer to review the same.
The senior officer makes the final decision so he/she may decide its ok based on their review and may pass the application or send you an ADR to get more information.
Do you know what part of your application requires review?
Spoke to CIC.
AOR - Oct 19th. CEC Inland.
Eligibility - Recommended Pass.
Criminality - Under process. Submitted RCMP PCC ADR on 7th Jan. Still under review from past two weeks. Agent said they are looking into it :/
Security - NOT STARTED.
Can anybody tell how long Security Process can take? I am at IP2 Stage. Hope this helps others.

i got the same answer from CIC agent , it mean your eligibilty has been at recommended pass status that was done by analyst , but for final approval you need review of main immigration officer ,,,, good news will come soon ,,, 90% work has bee done
