On your eCOPR, you will see the clause: "Issued at:" and it will have your VO - most likely that is the VO processing your cases.

I initially had Ottawa as PVO and Etobicoke as SVO but it was changed to Calgary later. For the PR Card I do not believe they change the VOs.

Calgary is silent since December for issuing pr cards.

I never received any email, even though it says in review with IRCC both for address and picture... so fingers crossed.

it means, that even though I received eCoPR, I never received any notification related to my PR Card process.
