How long does it take to receive your ECA report through the post if you live outside Canada? I live in Dubai and had chosen the regular international mail option for delivery of my ECA reports. My decision was dispatched on the 26th of March and I haven't received my post yet.
Sorry, I have no idea unfortunately as I’m located in Canada. You should reach out to them asking for updates as I don’t think that is should take so long to receive your ECA report. Good luck!

As I've now received my paper copies in the mail, I wanted to add a little bit to the end of this post.
Additional timeline:
04/27/2018: Approved. Decision dispatched.
05/05/2018: Documents received (US mail).
They sent the (2) paper copies in a folder inside of a large envelope marked as coming from the University of Toronto's School of Continuing Studies. The presentation is very professional. Inside they also include a sheet thanking you for using their service and asking you to review your reports and get back to them within 30 days if there are any discrepancies. They also offer a $200 discount on a course should you decide to enroll in some studies. Overall, I am quite pleased with the results and will be using the UofT reports in my application.
Can you please tell me that how CES provide reference id for IRCC? is there any other option to choose or they provide reference id for IRCC by default so IRCC can check?

When you register, you must select that your purpose for the ECA is "immigration". As long as you have done this, you do not need to do anything special to share it with IRCC. You will be asked to provide the reference number that CES gives you when you create your EE profile, and IRCC will be able to check the validity of your ECA using that. That is how it works for all ECA providers.
Just to let you know that today I received an update on my CES application: “initial review” was marked as completed today. I also received an e-mail from School of Continuing Studies telling me that “Your application is accepted as of 2019-02-05 and is currently in queue for assessment. The estimated processing time is based upon this acceptance date.”

Hi, thank you for the information, I also applied for the ECA with CES, but even though my trascripts have already been delivered (According to DHL tracking) CES hasn´t still acknowledged that. Do you have any idea how long it might take for them to update "transcripts received" status from the day of the actual delivery? Thanks again.

In my case, I sent the transcripts by UPS on February 4th, received the delivery notification from UPS on February 5th, and CES confirmed that the transcripts were received on February 7th.
