Do you still need a visa if you already have a travel document?

My parents are permanent resident in Canada. My father had a severed stroke because of that he can't travel back to Canada until he pass away. Because they were away for a very long time in Canada my mother require a travel document to go back. She already acquired the travel document but she was refuse to board the plane because they were asking her for a visa. She showed them her old visa but they said she needs to get a new one from the canadian embassy. Does she really need a new visa if the immigration told her she only need a travel document to go back in Canada?

The travel document itself should be her visa.
