i been studying a business diploma From last two year in New Zealand.(in english speaking country)
and i m looking forward to come canada for study.
do i need to full fill ielts requirement.

Wtf no ! You don't need submit your IELTS if you've been exempted by the University which will happen if you've completed your previous degree in an English speaking country. My experience is pertaining to a degree requirement , I'm not really how you'd go about a diploma N

for visa u may be required to have IELTS depending on ur check list. For university/college its up to individual institution to waive IELTS. So in short u can get away without IELTS. Now that being said I would recommend taking IELTS and getting a good score as it will increase ur chances of visa.

OP will have to submit IELTS. Exemption is for those who 'complete' (not completing) a course in an English speaking country.
