If student gets admission offer without requiring IELTS, then CHC will not require it.

Chances of getting approved for Study permit depend on many other factors as well. So good bands in IELTS is not guarantee for issuance of study visa.

IELTS is the requirement but many students get visa without IELTS. This was talk about the trend of visa, but now a days visa policy is restrict. I believe that IELTS is compulsory.

1. It might work, if you get LOA from a reputed school/for a competitive program. Otherwise, it's like a cakewalk to arrange LOA with no IELTS from private schools in Canada.
