My friend is outside Canada, already paid for his 1st semester fees (Sept 2020) for the canadian university, and is currently doing online classes for the 1st semester (outside canada). When he applies for study visa (Jan 2021, 2nd semester), do he need to ask for a new Letter of Admission / Offer Letter from the university or not?
So he started classes in September without first applying for a visa??? That is not allowed and will not be counted for hm, even if he eventually gets a visa...
yes he needs a new letter. email the university to issue a new letter. the university may refund his first semester fees depending on their deadlines
Edit: wait noticed that you are asking to apply for jan 2021 as "second semester". Dont do this. Dont assume your first semester without a vaid visa wont cause issues. Absolutely defer and apply again for jan 2021 as first semester. In some cases they did allow studying online without visa BUT that was IF you have applied visa before september 15. Which in his case was refused, so he doesnt satisfy this point

Yes. How has the school not realized he doesn’t actually have a permit? I. assume they are being more lax about enrolment registries due to covid and probably assume he is waiting for final confirmation of study permit. Your friend could end up losing his money if he is attending the course but then the school ends up realizing he doesn’t have a permit and he withdraws past the drop date. Of course he will have to redo the first semester. He is not entitled to be studying at the moment as an international student in Canada. He really needs to speak to his school right away about his lack of permit and not having even applied.
