I have submitted an application for sponsorship on the 12th of September 2012, and subsequently received an email from CPP-Ottawa on 29th of October 2012 asking me to submit IMM 5406 which was missing with the initial application set. My wife had sent IMM 5406 received by CPP Ottawa on the 7th of November 2012.
Now when I checked the application status, it says for the sponsorship a decision has been made, and they have sent a letter on 15th of November 2012.
My question to fellow members is, how should I interpret this "Decision made" thing, does CPP-Ottawa usually send a letter for an approval or rejection? and don't they send an email, just as they did for asking the missing form?
My experience from this forum is that sponsorship approval's are sent by email, BUT not ALL. My take is that it's probably your "approval" (for sponsorship). If you don't receive anything in a week or so you can call back and confirm. The waiting now begins for you for Stage 2 anyway . . . patience patience!

There are two stages the first "Decision made" is you are approved as a sponsor for your wife. The second stage is now your application will get transfer to the Visa Office that responsible the your wife's country for processing....this is the longest waiting period almost for everyone...then the stauts will go into "In Process" if all paper work/documents is fine then Visa Office will request you re-medical (if expired) if not need they will ask to submit your Passport "Decision made" this will be final.
BTW..I only recieved an email from CPC-Mississauga let me know I was approved as a Sponsor not mail or letter.
Our sponsorship approval letter was received by snail mail 3 days after it was mailed from CPC-M here's the kicker, we live 45 mins from Mississauga LOL so the further away the longer it will take, I have definitely learned that... If you did not receive an e-mail Nov 15th (check spam too) then it is safe to say it was snail mailed to you. Good Luck!

I did not receive any email from CPP-Ottawa, I checked even the spam/junk folders!
I live in Vancouver, so that means, I should wait a couple of days more for the "snail" mail to arrive.
It took me 12 days to get my passport back from Los Angeles so thats close to the same distance (other then the border crossing) from you to CPC-M. Good Luck!
