Yes. The email has the detail on what steps you need to take to give the test from outside Canada.

I am unable to find anything on the email for out of country to do the test?... please assist.

The PDF in the email does not have any such line - "If you are outside of Canada and you would like to take the Canadian citizenship knowledge test from outside of Canada, please contact" ?
