"The Application for Permanent Residence for your relative(s) will be forwarded to a visa office for further processing."

I have similar experience, I have been getting so many ghost updates, no VO mentioned on SA letter. Pre-arrival was received on April 30th.
Don’t have COPR details on the tracker tho.

No AOR2, I think it's only for paper applicants.
I applied online.
Honestly don't remember all the dates but the last one was on May 4th and the one before that was I think April 23rd.
Totally 4 or 5 ghost updates on the new tracker, no ghost updates on GC key.
