what if I withdraw the application and resubmit again once I move to toronto (as I havent received the AOR yet)?

Your file is in very first stage, send them notice of your relocation. Moreover they can ask you for aditional forms or documents.
 
Does anyone know if MIL is requested towards the end for Quebec sponsors?
