Didn't receive any email but showed up when I enter my details to check my Citizenship application status on CIC website. This sponsorship application is showed up there stating they started processing it on Dec 27.
I then linked that application to my wife (PA)'s online account.

We did that 5 years ago in the Philippines to get our marriage licence. It is called a "Statutary Declaration", here is a link that talks about it. This is for the PH but I imagine the same process applies in India. Make an appointment at Consulate/Embassy saying what you need, you go in and swear under oath you have the legal capacity to be married. Took 15 minutes and we walked out with the form.

I'm not sure if we are talking about the same thing, my post was a requirement in order to get a marriage licence and the declaration is required for a Canadian Citizen getting married abroad because Canada doesn't have a centralized country data base of marriages, only provincial.
As for CIC I am sure the original marriage certificate is acceptable unless there is a specific country requirement asking for more
