If your file is also at RROC, we just need to wait (as hard as it is) for them to look at our files and issue the PPR. There is literally nothing left for them to do as IRCC agents have confirmed all stages are passed for us.
You're probably at the beginning of the queue (40 days) but it probably includes everyone who hasn't received RFV following all stages being complete for about a week. I'm closing in on a month in 2 days.
Try all of these below. Stole them from a CEC thread for people like you with COPR details generated. Don't know if it works for Outland but I guess we'll all learn something either way.

Got auto reply saying you need to be invited to use the PR portal in order to use this OD. won't be any reply if you haven't been invited. Seriously, what good did this tracker etc. transparency do for us?
Tracker shows today as the last update date, even though I have not called since last week. But on checking, there are no changes within the tracker. No email, gckey is anyway not working.
Hahah, thanks for resolving my puzzle for so long. I am always confused about why Canada has a CIO in Australia. Then it is funnier that somehow due to this mistake, I got the response from the RROC office.

By the way this doesn't mean anything, confirmed it from somewhere. This happens everytime they refresh my information from their system onto my tracker, which may happen after a major upgrade to the system/portal/tracker tool.

Let's see whom they forward it to, since the call support agent was still saying it's with CPC Ottawa in my case. I don't find that believable, though, as I just saw someone with FSW-O with AOR 29 May get their RFV frk CPC Ottawa on the May thread.

I highly doubt that the delay has something to do with the Medical expiry, after they extended the medicals to next year, many of us are facing this issue
