Contradictory Instruction for online IMM 0008 in PR portal

I need some help on the online version of IMM 0008.

In the Dependent section, on the first page of the instruction, it says "You must list all your children even if they are already PR or citizens of Canada".

However, it is confusing that, at the page of inputing details of the dependent, it says "who are not already PR or citizens of Canada".

Could anyone give any suggestions on whether to include the child of the PA, who is a Canadian citizen by birth?

The first page is general, the specific page (IMM0008) has correct instructions speciifc to this page.

Yes, it seems contradictory. Add a letter of explanation if you wish.

Background: for the paper application it was always this way on IMM0008. And even so, people were confused. They made it more confusing instead. But it's still the same issue, IMM0008 is the application page to become a PR, and PRs and citizens cannot become PRs.
