Confusion for who’s going to be the primary applicant

Hi can anyone tell us wether I am already eligible as the main applicant for PR VIsa. These are information:
Work experience: 7 years
Work field: bank
Ielts score: 8.5,7.5,6.5,7.00
Age: 32
And I am an officer last november 2018 only while
My husband
Work experience: 12 years
Ielts score: band 5.5 only
Work field: bank
Age 36
He has a lot of work experience than me

But what scores do either of you get as that will determine who should be the primary

They did not tell us. They just said my husband should be the principal applicant. Which of course we want that it is me because I have the higher IELTS score than him.
