Hello,
I'm a 23 year old female Software Engineer with 16 years of education. Though I've recently graduated, I've 3 years of work experience under NOC 2174 (Computer Programmer & Interactive Media Developer). I wish to move to Saskatchewan. Because of my professional experience, from what I've read, I do not qualify for the Federal Skilled Worker program unless I have a job offer and the same is with Saskatchewan's PNP program. I've friends & distant relatives to welcome me in CA but Canada's definition for 'family' is so limited for a South Asian.
I'm single & I won't have anyone accompanying me. I mailed all this information to Immigration AEEL and here's the response:

We can not asses your case unless we have your application and all the
documents. According to the information provided in your email you are
eligible to apply so I would encourage you to do so. The federal program
is another jurisdiction and we can not advise you what to do and what
would be better for you.
