I am confused as my job responsibilities overlap with both the NOC 2173 and 2174

My current designation is Software Engineer at Ernst & Young since Dec 2011 (2.8 years).
previously
Programmer at Alliance Global Services from Sep 2010 to Dec 2011 (1.3 years )
Programmer at Softbee Consultancy Services Aug 2009 to Jan 2010 (5 months )

With the above designations I am planning to apply under NOC 2173 for total of 4.4 years of experience. As my roles and responsibilities are NOC 2173 dominant across all the jobs and positions Ive held.

I have several doubts with respect to my case
1) would it be a problem to apply to NOC 2173 since my designation in previous jobs was "Programmer"
2) or NOC 2174 be a safer bet?

Please advice
