I am a CEC Inland applicant with 1 inland dependant. I got my first ghost update yesterday 3rd Feb., 2023.
It has nothing to do with prioritizing, it's just that more background checks are done for outland people than inland so it would make sense for those applications to take a little longer.

I’ve seen PPR yesterday in Kubeir’s FB group for FSW Outland with AOR Nov 30, 2022. So, there is something for sure, but I doubt that it has something to do with a little longer processing because of the dependant's location.
It looks like that IRCC now prioritizes only single applicants while leaving applications with dependant(s) untouched for an unknown period.
Please folks reply with your timeline if you're on the same boat having your file untouched since MEP/BIL. Please post your primary & secondary visa offices along with status updates (Criminality, Eligibility and etc.) and whether you have inland/outland dependants in your application and if you answered 'yes' to any statutory questions.
thanks for sharing, the link actually works. I just checked and my background check was also completed on 31, initiating a GU on the profile as well.
I think the processing speed does depend on the VO. According to GCMS, my PVO is Vancouver, which as of 25 Jan, has not touched the file after MEP (18 Nov) . They somehow assign the VO by batch, and I think whoever in the same batch (my AOR is Nov 4) would have a delay compared to those assigned to other VOs even with later AORs.
Our files are almost identical with the same AOR, same status, same VO (Vancouver), 1 inland dependent, but I've got a GU (background check completed) on Jan 31

We have really similar timeline! My MEP date is also Dec 28 and I got ITA on Nov 23 as well. I hope to get GU and eligibility passed very soon! I checked the account everyday

You can send them an email nudging, i sent cbsa an email asking the status of my request when the 30 day deadline passed and they sent me the day after.
