One of my friend is working as Food Service Supervisor in a restaurant. The NOC code is 6311 (NOC classification B). Can someone please tell me if he is eligible to apply for CEC? Any immediate response is greatly appreciated.

You cannot use work experience in the following occupations to qualify for the CEC Program: Cooks (NOC 6322), Food Service Supervisors (NOC 6311), Administrative Officers (NOC 1221), Administrative Assistants (NOC 1241), Accounting Technicians and Bookkeepers (NOC 1311), Retail Sales Supervisors (NOC 6211). Applicants can remain in Canada throughout the application process. However, the CEC Program is also open to individuals who are no longer in Canada, provided that they submit their application within two years of leaving their job in Canada.

Thanks for the prompt response. My last question would be what if they change this rule, would they change for the new work-permit holders or it gonna affect all the individuals given that they already have 1 year+ experience?

Based on how IRCC has made changes in the past, it would impact everyone, including those who already have the 1 year of work experience.
The only people who would not be impacted and would be grandfathered under the old rules would be those who have already received ITA and whose applications are already in progress.
